Costa Rica Drivers Licence Legislation Changes
It’s Official! On May 7th, 2024, Legislative Decree N. 10470 was officially posted to “La Gaceta” — the Diario Oficial of Costa Rica’s Legislative Assembly, enacting the long awaited amendments to the Law on Traffic on Public Land Roads and Road Safety. The corresponding Bill of Law had been approved in second debate on April 2nd, and now it is finally in force.
Costa Rica has always been a magnet for tourists and expatriates, thanks to its stunning natural beauty and welcoming culture. Recently, the country has taken a significant step to simplify life for its foreign residents and long-term visitors by easing its driving licence rules.
Previously, foreign residents and expats in Costa Rica had to convert their foreign driving licences within three months of arrival. This process involved navigating various bureaucratic steps, including medical exams and, in some cases, additional driving tests. However, the new regulations now allow foreigners to drive with their valid foreign licences for up to one year, extending the period significantly from the previous three-month limit.

This change brings several benefits. First, it eases the transition for new arrivals, giving them more time to settle in without the immediate pressure of administrative tasks. The extended period also reduces the bureaucratic burden, sparing expats the hassle of frequent trips to government offices and the associated paperwork. Financially, this change means savings, as expats can delay costs related to medical exams and driving tests.
Additionally, verifying that your car insurance covers you as a foreign driver is important, as some policies may require you to hold a Costa Rican licence after a certain period.
